Summary

The Provincial Governance and Public Administration Performance Index (PAPI) is a significant research program initiated by the United Nations Development Programme (UNDP) in Vietnam since 2009. PAPI measures and compares citizens’ experiences and perceptions regarding the effectiveness and quality of policy implementation and public service delivery by local authorities across the 63 provinces and cities in Vietnam. The goal of PAPI is to promote the development of efficient governance and proactively respond to the needs of the people.
